This study aims to describe how the implementation of Pancasila learning can foster the character of cooperation (gotong royong) among fourth-grade elementary school students. The research employed a qualitative approach using classroom action research, which consisted of planning, implementation, and evaluation stages. The subjects of this study were 30 fourth-grade students at SD IT Al-Manar Pekanbaru. The findings indicate that, in the planning stage, the teacher designed learning tools oriented toward cooperative values and aligned with curriculum competencies. During the implementation stage, the learning process was carried out through group discussions, role-playing activities, and collaborative projects that encouraged active student participation. Meanwhile, the evaluation stage involved assessments covering attitudes, knowledge, and skills. The results show that students were able to understand the meaning of cooperation, demonstrate care and mutual assistance, and work together in completing tasks. Therefore, the implementation of Pancasila learning proved to be effective in cultivating the character of cooperation among fourth-grade elementary school students.
