This study aims to analyze the reconstruction of Islamic pawnshop regulations following the issuance of Financial Services Authority Regulation (POJK) Number 29 of 2025 and its impact on the financial inclusion of micro-communities in Indonesia. Employing a qualitative-descriptive-thematic approach, this study synthesizes academic literature, recent regulations, and fatwas of the National Sharia Council of the Indonesian Ulema Council (DSN-MUI) to identify opportunities and challenges in implementing the new regulation. The findings reveal that POJK No. 29/2025 introduces significant changes in the harmonization of sharia fatwas, the strengthening of the Sharia Supervisory Board (DPS), digital transformation of pawnshop services, and the expansion of financial literacy for micro, small, and medium enterprises (MSMEs). However, legal-philosophical ambiguity in rahn contracts, institutional fragmentation between OJK and DSN-MUI, and digital infrastructure gaps remain major obstacles to comprehensive and equitable financial inclusion. This study recommends the codification of DSN-MUI fatwas into legally binding regulations, strengthening DPS independence, inclusive digital infrastructure investment, and enforcement of regulations in the informal pawnshop sector as strategic steps toward more adaptive and sustainable Islamic financial governance.
