An Analysis of Administrative Service Quality at the Regional Financial and Asset Management Agency (BPKAD) of East Kalimantan Province

Abstrak

Public service is one of the main functions of bureaucracy in supporting effective and efficient governance. The Regional Financial and Asset Management Agency (BPKAD) of East Kalimantan Province plays an important role in managing regional finances and assets, as well as providing administrative services to related institutions and stakeholders. This study aims to analyze the quality of administrative services, identify the supporting and inhibiting factors, and examine the role of bureaucracy in the service process at BPKAD. This research employed a descriptive qualitative method with data collected through observation, interviews, and documentation of interview activities. The findings indicate that administrative services at BPKAD are carried out through a structured service system supported by digital service innovations such as Seven Days Service (SDS), SIP BMD, Si Gerak Kaltim, Simfoni, and Sri Kandi. The implementation of these digital systems has contributed to improving service efficiency, transparency, and accessibility. Furthermore, bureaucracy plays a significant role as an input receiver, policy interpreter, and policy executor in ensuring effective administrative services. Despite several challenges, such as human error, time constraints, and public misunderstanding regarding institutional authority, BPKAD continues to improve service quality through digitalization and organizational professionalism.
