This study aims to examine the implementation of Management Information Systems (MIS) to improve the quality of public services. The adoption of digital systems by the government is driven by the rapid advancement of information technology, which is expected to increase efficiency, transparency, and accountability in services. In its analysis, this study applies a systematic literature review method, referring to Edwards III's policy implementation theory, which encompasses aspects of communication, resources, disposition, and bureaucratic structure. The main findings reveal that before the implementation of the MIS, public services still relied on manual processes, resulting in delays, high error rates, and low overall efficiency. Post-implementation of the MIS, there was a significant improvement in service quality, particularly in aspects of process speed, data accuracy, ease of access, and transparency. However, the success of the MIS is highly influenced by the readiness of the technological infrastructure, human resource capabilities, and organizational adaptability. Therefore, achieving optimal public services requires an integrated strategy that integrates technology, human resource development, and strong policy support.
