Bojonegoro Regency Government allocates a large budget for higher education scholarships to increase the human development index. However, most of Bojonegoro's social structure is in the agricultural sector with unstable income. This study aims to analyze the effectiveness of local scholarship policies in opening sociological opportunities for farmers' children and mapping the administrative challenges faced. The research method uses a descriptive qualitative approach with a document-based policy analysis type. Data sources come from Bojonegoro Regent Regulation Number 42 of 2025, regional publication reports, and secondary demographic data. The data analysis technique uses content analysis. The results show that the integration of the Kartu Petani Mandiri (KPM) into the Two Undergraduates per Village Scholarship scheme expands the opportunities for social mobility of farmers' children. However, its effectiveness is hindered by the digital divide in rural areas, the complexity of poverty data coordination, and quota restrictions. In conclusion, this policy succeeded in breaking down the financial barriers of the agricultural community, but requires simplification of bureaucracy and the provision of registration helpdesks at the sub-district level.
